“秘书腐败”现象思考及对策探究—以建国后行政秘书腐败现象为例毕业论文

摘 要

建国后我国秘书腐败现象愈演愈烈，给国家的经济和精神文明建设都造成了严重的社会危害性，日渐引起人们的关注和思考。秘书腐败的表现形式手段多样， 并呈现出独有的特性。行政秘书腐败与领导腐败有着直接的原因，秘书自身的堕落、物质诱惑、社会环境以及选拔任用、监督体制、权力体系的不健全等与秘书腐败现象的发生有着不可忽视的的联系，本文以建国后行政秘书腐败现象为例， 根据秘书腐败现象发生的原因提出针对性的防治措施，加强对秘书的教育和思想道德的提升，明确秘书的职责范围并理清与领导之间的关系；建立科学的秘书行业文化，健全选拔任用、权力监督机制等方面治理秘书腐败，通过法律途径预防秘书腐败。本文结合所学的专业知识，找出秘书腐败的表现形式及规律，思考腐败现象产生的原因，并提出相应的治理对策，达到预防和惩治秘书腐败的目的。

广义范围的“秘书”概念是指“领导人的事务与信息助手”，狭义范围秘书的概念是“秘书是一种社会职务的名称，指近身服务领导，直接为领导提供事务性和信息性等辅助性工作内容的助手。”总结之，秘书是领导身边的综合性公务辅助人员，秘书工作是一项具有综合性、服务性、辅助性、政治性工作，其职能是辅助决策、信息传达、协调管理以及办文、办会、办事等。①

秘书腐败是指秘书人员违反法律规定，非法占有国家公共财产，利用职务之便谋取私利，产生极大危害性的变质行为。
